TVET Financing Symposium

Goals to achieve

The symposium sought international perspectives before the TVET financing strategy is put into practice. The objective was to benchmark the planned financing strategies against international best practice, to exchange lessons learnt with practitioners from other countries and to help Ethiopian decision-makers, implementers and stakeholders at the federal and regional levels shape their understanding about problems, challenges and opportunities in developing and implementing sustainable mechanisms for financing TVET.

Participants

The symposium reviewed major options and international practices in financing TVET at a wider system level. However, the main focus was on the challenges in implementing the new financing mechanisms. The selection of topics and themes was guided by the principles identified in the Ethiopian financing strategy.

Participants included:

  • International TVET financing experts from relevant organizations such as the World Bank, ILO, GTZ and others;
  • TVET practitioners from selected countries, for example Botswana, Uganda, the Philippines, Sri Lanka, Rwanda, Malawi and others. The selection of these countries was based on an  assessment of those countries which provide experience relevant to the Ethiopian context;
  • Ethiopian federal and regional decision-makers, implementers and stakeholders, including representatives from relevant federal Ministries and Agencies, federal and regional TVET administrations, managers of public and private training institutions, private sector representatives, companies and others.

The symposium was organized as a combination of plenary sessions and focused workgroups addressing specific topics and elaborating individual country experiences. Results, relevant speeches and country specific case studies will be published in the symposium proceedings.
