The TVET strategy promotes creating one coherent system, which includes formal and non-formal training for all sectors, both at the beginning and in the long term. The outcome-based TVET system allows access to certification at all levels after having passed national assessment criteria based on the standards of the industry.
The TVET reform includes:
- Policy and System development
- Development of Occupational Standards, Assessment and Certification (OSAC)
- HRD for TVET teachers and other implementers at all levels
- Institutional Development
- Promotion of Cooperative Training and In-company training.
Cooperative TVET is a mode of TVET delivery whereby companies and TVET institutions cooperatively provide training.
In the step-up phase of cooperative training 10 companies including Ethiopian Airlines and Ethiopian Electric and Power Corporation, are cooperating with TVET institutions.
ecbp has run national skills competition in which trainees from TVET Institutions competed against each other in their chosen occupations. This competition received widespread publicity, instilled pride in the students and it is hoped it will inspire more young people to learn an occupation.Under the German technical cooperation experts from GTZ, CIM, DED, SES and InWEnt are assisting the TVET reform, through which 40 public and private TVET institutions are currently being supported with the financial cooperation of KfW.
